What is a heavy cruiser?
A Heavy Cruiser is be a step between the in-game and real-world Cruiser and Battleship. They carry heavier guns and armor than a Cruiser but are less armed and armored than a real-world battlecruiser or real-world and in-game Battleship. The Heavy Cruiser relies on the Plasma weapons it has. But that also means it is weak against itself. Cruisers and Heavy Bombers work wonders against the Heavy Cruiser. So in the event the Heavy Cruiser is used, attack Battleships with it (3-4) or Dreadnoughts (30-40).
